2013 Development Programme Event Information

Dear National Federations,

You will find attached to this message the 2013 FISA Development Bulletin.  We would like to draw your attention to some key points related to your team’s participation.

For each competition, please note carefully the events for your crews, the related birth dates and the options FISA has available for boats and equipment.

STEPS TO FOLLOW:

1. Team Selection – Please send the names of the rowers and coaches, and a scan or photocopy of their passport face page as soon as possible to FISA.Please be sure to include female athletes and coaches. If you require a visa invitation, please send a detailed request to the OC which lists clearly the names, birthdates and passport numbers of the rowers and coaches who will participate at the event. Additional persons should not be included on the list and will not be offered development programme support. FISA is not able to make visa invitations directly - this is the responsibility of the organizing committees. FISA can only provide letters of support.

2. VISA applications – Please ask the relevant consulate or embassy for the deadline to apply for a visa. You should make contact with the embassy as early as possible, and make them aware of your plans. Get a detailed list of all the information you will be required to produce in order to make your travel arrangements.

3. FISA Forms – Please complete the attached entry/accreditation forms and send your request to FISA within the dates listed.

4. Embassy Details – Please provide full contact details of the embassy or consulate to which the Organizing Committee needs to send your invitation. If possible, please include a contact person at the embassy, as well as a functioning email, telephone and fax number. Send the Organizing Committee your full team details for visa invitation (above in point 1) as soon as possible.

5. Questions - For general event information, please go to the www.worldrowing.com events section or contact Sheila Stephens Desbans atsheila.stephens@fisa.org .

OTHER COMMENTS:

·         Please respect the age restrictions for Under 23 and Junior events. Your requests will not be processed if you submit athletes who do not meet these age restrictions:

o   Under 23 Rowers - Rule 25

A rower may compete in an Under 23 rowing event until 31st of December of the year in which he reaches the age of 22. This means that, in 2012, only those rowers born in 1991 or later may compete in the Under 23 Championships.

o   Junior Rowers – Rule 24

A rower may compete in a Junior rowing event until 31st of December of the year in which he reaches the age of 18. This means that in 2012, only those rowers born in 1995 or later may compete in the Junior Championships.

·         Lightweights - Please respect the lightweight regulations Rule 26. Athletes must weigh in between 2 and 1 hour before their event:

o   Maximum Weight                  72.5 kg                       59 kg

o   Average weight of crew        70 kg                          57 kg

Rowers should be selected well in advance and should be able to manage their weight in accordance with the above FISA weight regulations. They should not be taking extreme measures to make their weight.

·         Team Manager The team manager, coach or, if necessary, a rower from each national federation must attend the draw before the regatta starts and must be present at all team manager’s meetings (30 min after last race of the day). They are also responsible to pick up mail/messages from the information centre at least two times per day.

·         Changes - Any changes to crew entries or withdrawals must be submitted at the FISA office three hours before the first team mangers meeting.  In the case of withdrawals at World Rowing Championship and Rowing World Cup regattas received less than three hours before the draw and until the end of the regatta, except when accompanied by a medical certificate, the federation will be fined CHF 500 per each unannounced withdrawal. At these events, changes and withdrawals will only be received at the FISA Regatta Office or another previously announced location. If a crew withdraws for valid medical reasons, there shall be no financial penalty.

·         Oars and Sculls - Oars or sculls, in some cases may be borrowed from FISA, but must be painted by the team with correct colours or stickers.

·         FISA Rule Book - Please purchase your own copy of the FISA Rule Book from a FISA merchandiser or download it and read it. It is your responsibility to know the rules, as well as respect the traffic patterns and safety regulations at each venue during both training and racing.  Please do not hesitate to ask questions or seek clarification if anything is unclear either before or during the event. We are here to help.

• Membership Fees – National Federations that have outstanding membership fees with FISA will not be able to access Development Programme support until they have paid their outstanding accounts.  Please contact emilio.pastorello@fisa.org if you have any questions.  If you have no controlled any outstanding payment owing to FISA, you will be asked to control your accounts before receiving any support from the FISA Development Programme.

Any abuse of the FISA development Programme and FISA regulations, as well as Host Organizing Committee rules, can result in expulsion from the event and the venue. FISA will not tolerate any abuses of the Development Programme and will contact National Olympic Committees or Governments in the case of such abuses.  FISA will accredit only legitimate team members and liaises closely with Organizers and relevant authorities.

You are requested to fill out the form to be ARF official jury members.

Make sure to put signatures on it and make scanned copy.

Also in a bid to remind you, please take note of the ARF events for this year as follows.

Please be advised the Bulletin-3 of the 2012 18th Asian Junior Rowing Championships and annex as attached.

The major amendments are as below.

1. "2012_AJRC_Bulletin-3.doc"
      -Page 5 : The opening ceremony is on 13th Thu.
     - Page 7&8 : The names of hotels have been changed.
                (the grade, distance and prices are same)
                (the names of hotels in the annex form have not been changed, so therefore usage
                 of annex form for hotel booking is recommended)
    - Page 9 : ARF Congress time is 16:00 (TBC) on 15th Sep. at Bailu Hotel.
    - Page 10 2-III : The name of Annex 7 has been changed to "Attendance Form for the 2012
                             ARF Ordinary Congress".
    - Page 11 5-V : National anthems will be prepared by ARF and the paragraph has been
                           amended so.

2. "Annex Form 1~7.doc"
 - Annex 1 : Event 10(JW4-) has been added. Please use the revised Annex as attached if you
                  plan for JW4- event.

It’s meaningful and a great honour that Nanchang City will host the 2012 AJRC, the international event for the first     time at Yaohu International Aquatic Center with the world's top class regatta course and the state of the art             equipment.

Brief information is as follows.

   - Venue : Kowloon Park Sports Centre, Hong Kong

   - Deadline for entry : To be announced

ARF would like to encourage all members to dispatch their teams to compete in this competition.
